City Council Vacancy – February 2022

Councilor Don Stose resigned his position on City Council effective January 31, 2022.  State law provides that City Council “shall appoint a qualified person to fill the vacant position.” The timeline for filling the Council vacancy is as follows:

February 28, 2022: Applications due to City Clerk by 4:30PM 

March 10, 2022: Candidates were notified whether or not they will move forward in the selection process.

March 16, 2022: Virtual Town Hall Forum will allow the public an opportunity to meet candidates and ask questions. Questions may be submitted prior to the Town Hall, and during the Town Hall if time permits. You may watch a recording of the Forum on YouTube.

April 28, 2022: Interview, Appointment, and Swearing In at regular City Council public meeting.
Note: Council Interviews, Appointment, and Swearing In of new councilmember was rescheduled to ensure full Council attendance.

To be considered, your application packet must be completed and received by the City Clerk either on-line or at Ridgefield City Hall, 230 Pioneer Street, Ridgefield, WA 98642 no later than February 28 at 4:30PM.  Application packets received after 4:30PM will not be considered. Additional written information after this date will not be considered, unless requested by the City Council.

Community Feedback and Public Engagement

Members of the public may provide input and be a part of the Council appointment process by:

  • February 11 to March 16: Email suggested questions for the Town Hall Forum to City Clerk, city.clerk@ridgefieldwa.us
  • March 16: Attend and participate in the online Town Hall forum. You may watch a recording of the forum on YouTube. Send feedback to City Clerk, city.clerk@ridgefieldwa.us.
  • April 28: Attend and observe the Council interview process.

This town hall is an opportunity for residents to get involved in the Council Appointment process. Questions will come from the community, rather than from Councilmembers. After the meeting, you are encouraged to submit feedback via email on the candidates and/or the forum to the City Clerk, city.clerk@ridgefieldwa.us.

Why is there a Vacancy on Ridgefield City Council?

Councilor Don Stose resigned his position on City Council effective January 31, 2022.  State law provides that “the remaining members of the governing body shall appoint a qualified person to fill the vacant position.” RCW 42.12.070(1).

Qualifications for City Council

Qualified candidates must:

  • Have continuously resided within the Ridgefield city limits for a minimum of one year prior to your appointment to the Council; and

  • Be a registered voter in the City of Ridgefield.

Process for Filling the Vacancy

The City Council will follow the process outlined below:

  1. Application Period to open February 11, 2022. Closes Monday, February 28, 2022 at 4:30PM. Applicants must submit a letter of interest, a resume including reference names and contact information, a reference authorization form and a short application. Interested applicants may download an application packet including detailed information.

  1. City Clerk Transmission of Application Materials. The City Clerk will provide each City Councilmember with a notebook that includes all applications. Up to five candidates will be identified to continue in the selection process.

  2. Review of applications. Councilmembers will review all applications and up to five candidates will be identified to continue in the selection process. Candidates will be notified whether or not they will move forward in the selection process on March 10.

  3. Virtual Town Hall Forum. The public will meet the candidates and have an opportunity to ask questions. Questions may be submitted prior to the Town Hall, and during the Town Hall if time permits.
  4. Council Meeting for Interviews and Appointment. City Council will interview selected candidates in a public meeting on April 28 and make an appointment by ballot voting process.

Applying for the Council Appointment

To be considered, a complete application packet must be received by the City Clerk at Ridgefield City Hall, 230 Pioneer Street, Ridgefield, WA 98642 no later than February 28, 2022 at 4:30pm.  Application packets received after 4:30pm will not be considered. Additional written information after this date will not be considered, unless requested by the City Council.

A complete application packet must include:

  1. A letter of interest.

  2. A resume.

  3. Reference Authorization Form (final page of online application)

  4. Questionnaire (third page of online application)

  5. Completed Application

  6. Reference letters (optional)

The appointed applicant, is also required by state law to file financial disclosure statements with the Washington Public Disclosure Commission (www.pdc.wa.gov).

How long will the Council Appointee hold office?

The appointed application will be required to sit for election in 2023, the next City authorized election.
